The Homeland Security Grant Program (HSGP) suite consists of five sub-programs. South Dakota is eligible to participate in two of them; the State Homeland Security Program (SHSP) and Citizen Corps Program (CCP).
This core assistance program provides funds to build capabilities at the state and local levels and to implement the goals and objectives included in state homeland security strategies and initiatives in their State Preparedness Report. Consistent with the Implementing Recommendations of the 9/11 Act of 2007 (Public Law 110-53) (9/11 Act), states are required to ensure that at least 25 percent of SHSP appropriated funds are dedicated towards law enforcement terrorism prevention-oriented planning, organization, training, exercise, and equipment activities, including those activities which support the development and operation of fusion centers.
Each state will receive a minimum allocation using the thresholds established in the 9/11 Act. That funding is then passed down to the different regions, allocated on population. Each year counties in the regions go through an application process.
Homeland Security Grant
2014 Grant Year
Applications are now being accepted for 2014 Homeland Security grant funding. All Homeland Security grant applications for 2014 are to be submitted first to the State Homeland Security Office. Application forms are electronic and must be submitted by July 31, 2014 for all state and local (non-state) projects.
Funding will be awarded for one-time projects with a Homeland Security nexus to increase the security of critical assets, enhance the efforts of first responders, and support the state’s defense against disasters and man-made threats. Awards are competitive and local awards will be based on recommendations of regional review committees. State and local, public and private non-profit agencies are eligible to apply. Funding will be available by January 2015; the project period end date will be determined by the nature of the project and the grant expiration date.
